Sales have been down since VII, but sales are still stronger than some past releases like IX, XII, X-2. There have been a lot of mediocre games in the FF series and we can't pretend everyone hates XIII.

If people really hated XIII, it wouldn't be selling as well as it is.

Still there seems to be a lot more fan hate for this game than any other, but some people hated twelve while I loved it so who knows. Just think man of how many ff13 hate threads were made after its release. 

Also I presume from your response that you actually like XIII?
