Well given the choice considering Labor's track record and Gillard's completely transparent $8 Billion waste in the BER program...I'd choose the coalitions black hole.

The independents went to ALP because they promised funding of an additional $3.5 Billion in rural areas and the NBN will be rolled-out first in their electorates with 'cross-subsidies' for metropolitan areas. 

And you don't think Abbott will have his own instances of waste on top of that $11bn? Here's a little history:
