No it didn't hurts Tales of Graces sales.

Tales of Graces released a week before Final Fantasy XIII... On a console more than double the userbase, and in the holiday season. Final Fantasy XIII is not the reason why Tales of Graces underperformed on Wii.


The bugs in Tales of Grace is what caused it to under perform. If Namco would not have done a rush job of developing the game, it probably would have sold better.
