To me at least, art and games serve different purposes. Art's main goal is to send a message, or invoke emotions. Games primary purpose is to entertain. While these two concepts can be, and often are intermarried, they are not one in the same.
There are plenty of games which can be considered "artistic," but rarely is it the focal point of the game, nor should it be.
