This is quite different than the mosque. This is meant to provoke in an inflamatory and negative way. While it is debatably if the Mosque itself is meant to be provacative, it is certainly not meant to inspire hatred or wrath. This very much is. It's the immature asshat's way to respond to the Mosque.
Something like passing out pamphlets for the Church (if those pamphlets were positive in tone) in front of the mosque might have been proper, but this is just meant to foster a lower level of dialogue.
