Since the late 90s the Japaneese gaming market was shrinking; arcades, home consoles, portable systems and games in general were all seeing declining sales every year. The DS came and changed that because it filled a need in the market which everyone was ignoring ... Japaneese games like the novelty of new games, it is one of the main reasons why arcades survived there much longer than they have in every other region around the world.
To put it bluntly, the PS3 offers nothing new and is selling 'lousy' because the Wii and DS fit the Japaneese gaming tastes far better.
