Every game ever made is art. Bad art is still art. Art isn't a qualitative statement, where only good paintings are "art," and other paintings are just "trash." Some art is trash, and hey, some trash is art.
Also, all games are art because I say so, and nobody can argue with that. If I believe something has artistic value, then it does, and nobody can stop me.
