The guy who returned the phonebook was probably counting on the stores being busy because of the Christmas season, and the clerk being too busy to take the proper precautions. As much as people might want to call the clerk lazy it really represents a failing of management because stores should have adequate staff to prevent that level of busyness and the staff should be trained to follow procedure regardless.
