In what part of the game does he "whine"? 
Is it when he's poisoning Cyan's castle, commiting a mass genocide?...no probably not.
When he destroys the entire world and becomes a god?...nahh not there.
When he's finally defeated? What villain doesn't whine when his plans gets destroyed?
I'm actually perplexed with that characterization of Kefka. Probably the farthest away from what Kefka really is xD
