It's just based on their opinions. If you check out the link for last years list you can see this at the beginning:

Last year, we took a vote and came up with our picks for the Top 25 PS3 games at that time (the article went up early this January). That list is below for your reference. A few things to note as to why the 2010 version is different:

 

  • Different people voting (last time it was Chris Roper, Greg Miller, Jeff Haynes, and Ryan Clements)

     

  • Time changes opinions of games



    • starcraft: "I and every PS3 fanboy alive are waiting for Versus more than FFXIII.
    Me since the games were revealed, the fanboys since E3."

    Skeeuk: "playstation 3 is the ultimate in gaming acceleration"
