I dont think so. I think your average consumer will walk into the games shop, see that both the PS3 and the 360 have GTAIV, and then notice that the PS3 also has an exclusive by the same company who made GTAIV.

Personally I'm very happy, I'd much rather have a new IP then some bonus content.

i think the average consumer doesn't even know who makes GTA4. I'm not even sure the average consumer knows who makes nintendog

 Maybe not, but when you can put "From the makers of GTA" on the cover its a pretty good PR-thing, you can see an example of that in a lot of movies.
