For Canada, the voice controls were probably delayed because of Quebec and possibly Newfoundland. It's still quite ridiculous to region-lock the voice controls for all of Canada though. Wouldn't a better approach be to have voice controls unlocked in all regions and simply say 'This is the current list of languages supported. More will be added in Spring 2011'?
