SW houses need one or more widespread environments where run their products to have a big potential user base and revenue, but it doesn't by any means need to be made by MS. It happens to be so, and to have been so since Windows became the dominant OS (before, alternatives to MS-DOS and to PC architecture itself were in comparison a lot stronger than successive alternatives to Windows), but whatever else, if widespread enough, would do.
