It's all about so people don't buy cheaper cards, don't get it twisted.
One thing you SHOULD HAVE learned as of recent is that Microsoft is very greedy. Thinking something else is quite idiotic. We've seen their profits from Live, and we know they can make Live cheaper if they wanted to. It could be a $25 service and they will still be in easy profit territory. But no, they raised prices cause of a awful excuse, "inflation".
