If I don't have to be a Gamespot user I'll vote for Sephirot. NO villian can do something as he did without being called the best (or worst?) villian.
About that list: HOw awful, no Magus, really?
and no porky..... anyone who played earthbound or even Mother 3 should easily know that that kid is one of the most badass villians of all time.
