Bush did the same. It just a way of doing politics.
When a polititian seeks to obtain a strong internal cohesion and support, the easiest path is to create a "common" enemy, the further, the savager and the meaner, the better. That's what happened in the Cold War actually. The treat push some armamentistic politics and lots of prestige and economichal benefits to some sectors both in USA and URSS.
