Server maintenance cost a lot money and there are many ways to get money for it. NCSoft gets money from selling expansion packs and episodes, some other from DLC and other from subscriptions. If nobody would have bought expansion packs and episodes then servers would have been shut down and you would have a useless game (just as with many other MMO's). I expect that there are exactly 0 (official) servers for GW1 1 year after release of GW2. Yes, I expect NCSoft to kill ALL servers of GW1 to sell GW2.
