I'm sure he was against war, but what can you do if there is a draft? He actually encourages people to serve the govt. because he believed that God allowed govts to be in power - to make life manageable. Remember, most Jews during Paul's time were agaisnt the Roman govt and I'm sure before he became a Christian, Paul was against them too. But after the conversion he had another view. Instead of trying to overthrow them, he says to listen to them. Even when he went to prison under Roman Rule, he doesn't speak against them but shares the gospel.
