It's sad yes but let's not generalize things here. We don't know whether the dogs were provoked but something certainly happened because dogs don't attack for no reason unless they are considered dangerous to begin with. They said the dogs showed signs of agressivity in the past which is the problem here. They should have been taken care of the moment they were considered agressive.
All dogs are potentially dangerous and that's something people often forget.
