They can't even have highway construction in any resemblance of normalancy and you expect them to be the world leader? pffft. My city had a complete overhaul of the Interstate through the city, the only one we have, that took 3 years to complete, yet it didn't affect the overall travel of people.
China has a lot of growing up to do to become a leader of anything but slave labor.
