Cutting themselves out from a huge portion of the market isn't really attractive to publishers. Not to mention Gamestop doesn't need to sell new games to buy and sell used games, which is the most profitable piece of their business. Plenty of other retailers are branching into the second hand market as it is, so publishers are going to have to adapt.
