higher development cost have nothing to do with blu ray, rather than cell was new tech at the time, and not many developers had the resources and engines to work on it, also the development mancraft it's needed to make a decent HD game. still immense some needed 200 people working at the same time.
ps3 games dont tend to have load screens now, games like kz2, god of war 3, uncharted 2,ff13 don't have any that the start one. it was a tech problem, rather developer inexperience.
also its likely microsoft or nintendo try to avoid paying license like nintendo did with the Wii, using panasonic DVD-like dics, but not because blu ray isnt bad tech, its now cheaper to implement and u wont see better media in a while and there is likely going to be more expensive than blu ray.
