I agree with Kowenicki for this one. There is the technology to sustain the structures something like rapture under the sea, but it would require tons of avaliable energy (so you can have not only eletricity, but breathing gas and heating so don't freeze - the depths are cold as ice but still liquid due to pressure).
Besides our best chance to see a floating city isn't even in our planet (Venus is the most likely candidate due to it's liveable zone up 50km. Still it could definitely happen and it would be a lot like that Star Wars sky city, since it would consist on massive oxygen-nitrogen baloon [lifting gas on Venus] sitting under a city).
