I would have to look further in to the case before I could really comment.
If the girls didn't want to be touched then its extremely disturbing and the kid should go to juvy but if they did then its just another huge 'Oh my gods! People under the legal age daring to be sexually active?"
Edit: Also in comment to the replies above; does America not have laws concerning the fact that people are close in age? I know in my little town a girl who was a slut kept a book of all the guys she had slept with (which was half the town - 250+ people) most of which occured before she was 16 (the legal age of consent) with guys 16-17, the father was unable to get a prosecution for rape as they were so close in age and common sense told you it was completely informed and consensual.
