i think they are talking about master chief. Notice how they said there is only one other spartan that matches the skill of noble 6. That has to be master chief. Also in the end hasley said if she chose ? Remeber how in the beginning of halo 3 cortana said why she chose chief. Master chief = last hope. (I am not trying to say master chief will be in the game at all. Im just saying that halo reach sets up halo 1, 2, and 3 where master chief really is the last hope.
