Adding taxes to something like smoking (in a country with government health care) makes sense because you're having people pay for their eventual health problems that come from their habit; I admit that it is somewhat cruel to tax someone because they have an addiction though.
When you're taxing MP3 downloads because teenage pregnancies are costing the welfare system too much I think you're targeting the wrong product ...
