That really doesn't seem to be what he's saying.
The idea is that a tax on games is as close as you can come to a sales tax that hits only families with kids around age seventeen, and so it's the fairest way to finance a system that primarily benefits those same kids.
Silly for several reasons, but, from what he's said, there's no reason to think that he's even thought about causally linking video games with seventeen year-olds in court.
