I have to doubt that, there is a story of a time when Montreal (quebec is 83.6% christian) felt the terrible effects of a police strike. WIthout police on duty six banks were robbed, over 100 shops were looted, there were twelves fires, two men were murdered, and $3,000,000 in property was destroyed. This was in a single day, Religion doesn't keep the peace, police do.
