He means immigrants who legally enter a country are on average the same criminally then people in the country they enter, and I agree with him.

Good people are good people. It doesn't matter where they come from. It does not mean I think badly of my own people. It means I think highly of others.

And your right about the Desperation comment. I mean there are areas in the US where unemployment has tripled, but crime has not gone up.
