Hmmm... when the testicles are too cold doesn't the scrotum retract and bring them closer to the body, and thus help them become warmer? I find it hard to beleive that pubic hair can significantly help keeping the testicles warm.
A more popular theory is that pubic hair (and the hair under the arms) locks pheromons.
