I presume the implication is the inmates are out of the Asylum and in the City, and they're turning it into a bigger version of Arkham Asylum?
Well, could be worse. They clearly wanted to keep the Arkham link due to brand recognition even though the setting had changed.
Try to be reasonable... its easier than you think...
