This is possible, but the wording is suspect. Saying "The 49 states of the US" imply there are only 49 states. They also list Arizona with the territories, and ended that sentence with "and all other U.S. Territories" implying Arizona is a territory.

Its just wonky wording, lumping Arizona in with the Unincorporated Territories as ineligible US holdings, and they couldn't legally say the 50 states, otherwise Arizona would be in. Perhaps saying "the 49 eligible states" would have worked.

I usually see it something like "The US states excluding Arizona". I have never seen it worded the way it's worded above, but you could be right. It could just be wonky wording.
