FTC antitrust settlement with Intel

I almost forgot... Conspicuously absent from the settlement is a requirement for Intel to fix its compiler so that it detects CPU capabilities rather than CPU brand when choosing what optimizations to run with.

This can easily cause benchmarks to make Intel look better even if the AMD CPU performs just as well or better than the Intel one with properly optimized software. People have complained for years about this and the Intel compilers still do it.
