You may very well be jumping to conclusions here. Like the poster above me said, different states have different laws on these contest things. Often i'll see promotions or contests that say "Offer not good in X" (very often Florida, i've noticed), but this doesn't necessarily have anything to do with that particular Arizona law, just other laws that would make dealing in the state troublesome
The rest of the language is just that.
