I don't know. If you are using decimals then using the whole scale makes more sense. A 1-20 scale is...wierd. It would be better if they dropped the decimals instead of only using x.0 and x.5.
If I were in charge I would probably only have a 3 or 4 point scale though; each game gets "Great", "Good", "Fans only" or "Bad, don't get it!".
