It's one thing to say don't do business in a state, but to ignore there existence as a state, is a little silly.

"ELIGIBILITY: The Contest is open only to legal residents of the 49 United States and District of Columbia,EXCLUDING RESIDENTS OF ARIZONA, GUAM, PUERTO RICO AND ALL OTHER U.S. TERRITORIES AND POSSESSIONS, AND ALL OTHER COUNTRIES, TERRITORIES OR POSSESSIONS, who are 18 years of age or older and the age of majority in his/her state, province, or territory of residence at the time of entry."

later down in the rules, is this as well:

"For purposes of this Contest, a "Charity" is defined as a charitable organization whom, as of the date of the Entrant's Entry (defined below in this Section 2) complies with all of the following: (i) is registered to do business as a non-profit corporation in one of the 49 United States or the District of Columbia (excluding non-profit corporations registered to do business in Arizona, (ii) is in good standing in its state of incorporation, and (iii) has tax exempt status with the Internal Revenue Service ("IRS") under Section 501(3) of the Internal Revenue Code or any amendment thereto (the "Code")."

 

The wording of "one of the 49 United States" implies that they only asume the United States has 49 states. Crazy times we live in.
