I agree.
The only exception I make is for people that are fleeing a country because of political upheavel etc. Sometimes you don't have a choice and you need to leave right away and the right channels may simply be too slow or you don't have the money. I have a mate that fled Vietnam because of the communist regime and they were getting shot at whilst fleeing I believe. And according to him the government actually set up some of the people smuggling operations so that they could have all of the rotten eggs in one basket and take care of them.
