Think that figure may be a little off though, britney may have been 2% of exports or 2% of a state economy, US economy in total is like 700 trillion per year so 2% would make her bigger than the whole music industry over many many years,
also believe it or not, gaga is still known as a 'cult' artist in the popular crowd simply because shes so weird as a person, at least where I live, I am a total club/party girl and Gaga is way too out there for a lot of my friends whereas britney had universal appeal, she just identified with us better, Gaga has too many ideals and is too critical of us image conscious ones
