It'll probably be a game from SCEE. It definitely WON'T be something form SCEJ, as they generally announce their titles through TGS or Famitsu, aside from showing the occasional game with worldwide appeal at E3 (GT, TLG). The fact that GamesCom is only two months before TGS makes it even less likely we'll see something from SCEJ there, especially something as unlikely as the Legend of Dragoon 2. Expecting that game to be announced is a pipe dream at best.
Anywho, my money's on Horizon, Quantic Dream's next game. Or maybe the rumored new Medievil from Sony Cambridge.
