If it's about women oppression, and this oppression is widespread, perhaps it would be better to work from that angle. Oppression of any kind should not be allowed in Europe.

Many people who suffer domestic violence still want to be with their abusive partners... But they're still victims, and domestic violence is still a crime no matter whether others enjoy it or not.

hum ... problem is you need the agreement of the "victim". If she is not enought "openminded" to recognise herselve as a victim because she overfears or the accepts her situation then ... it is dead IMO
In clear, even if domestic violence is a problem quite difficult to deal with. Burqa is even harder.
