Read the comment by the FDNY spokesperson

http://www.nypost.com/p/news/local/brooklyn/emt_duo_on_break_let_preg_mom_die_mrj8Jv8kjmS0Z3FNO4DmiL

And in case you don't want to go to link this is what he said......

"All of our members take an oath to assist others in need of emergency medical aid. They have a duty to act when called," said FDNY spokesman Steve Ritea.

So YES he HAD to help.

Did you ignore my post from before where it said that he did not have to help unless he was "on the clock"?

Again,he did'nt have to help, but  he should have. That's like a cop witnessing a robbery and doing nothing about it. So if a doctor saw that you were in serious pain and on the brink of death,he should'nt even bother helping you if so called doctor was off the clock. Would'nt you hope that person would come to your aid?

If you read my previous posts I have said time and again that I do not argue with that fact, I only take offence to you guys saying he HAS to help.

Well I see no reason for the FDNY spokesman to lie about that.

Maybe he wasn't lying, maybe he was mistaken, maybe you took it out of context, maybe he meant if the person is "on the clock" then he has an obligation to help.  My previous post from a few days ago said that.  If he is getting paid then YES he has an obligation to help and render assistance.  If he is in uniform and he is not actually working, then according to the post a few days ago then NO he doesn't need to help.
