I mean one is just entertainment. While the other is for beating off.

Beating off is entertaining. There's really no difference here. 

I don't see anything wrong with the law. Kids aren't supposed to be able to purchase M rated games anyways. This just enforces that. If you kids really want to play some violent game, have your mommy buy it for you.
