Single best all-around? I haven't played it for any more than a half hour or so, but I feel confident in saying Resident Evil 4. Phenomenally pretty, awesomely fun, and just about perfect in every way.
As for my "tilt" pick, I'd have to go with Shin Megami Tensei: Nocturne. It's not for everyone by any means, but it is the most fun I've had with any last-gen game aside from maybe Katamari Damacy. But while Katamari is the mostly-mindless, relaxing sort of fun, playing Nocturne is cerebral in a way that few RPGs - or, well, games in general - are. You need to constantly think about the decisions you're making, from the fast-paced turn-based combat to the nigh-endless Pokemon-style customization. It's just too bad that so few people have played it.
I know that's two games, but I couldn't narrow it down to one all-encompassing pick. :)
