Tales of Vesperia will probably be on Wii. I mean Tales of Symphonia 2 is a long way off, while this one from what I heard should be coming sooner. Not to mention Namco Bandai proposed huge support for the Wii, making this really the most likely option.
It could be PS360, but Bandai Namco is out to make money. Tales is a brand known by the traditional Nintendo crowd and it should sell well because of that. Just a better business decision to put it on Wii. bigger userbase, smaller development time, lower development costs, which allows for more marketing, and of course dominance in the Japanese market where the game sales the most.
I still hold the option that it could be PS360, but reality is pointing towards Wii.
