This is just a money grab, publishers haven't created any value beyond the creation of the game and the environment. The players themselves are the ones that create the experience, and that is what they hate. Unless it is like an MMORPG where content is constantly updated or maintained the only thing they might be able to charge for is for hosting servers and bandwidth, and even that isn't a whole lot because it's P2P.
