Dunno enough about Namco or Bandai's TG16 libraries, but for PS1 I'd say the real gems are...
- Tail Concerto
- Silent Bomber
- Panzer Bandit (import only sadly, AWESOME Guardian Heroes clone)
- Tales of Destiny II (aka: Eternia)
- Mr. Driller G (import again sadly)
- Klonoa: Door to Phantomile
- Rage Racer and R4
- Ace Combat 2-3
- Point Blank 1-3 & Rescue Shot (though these would make more sense as a Move collection)
