Personally I think this is good for public safety. Being able to fully identify someone at all times can only be a good thing and is in the greatest interest of the French people. I think a state dress code is moronic whether it's burkas or balaclavas. I think any security gains are marginal compared to the loss of freedom. I should be able to wear a mask or a hood without having to worry about criminal charges.
I also think that enforced secularism is just as disgusting as enforced religion. These are not matters that the state should be concerning itself with.

If i walked into a bank with a balacala and was wearing totally black clothes, what would you say and what would be the point in even haviong security cameras guarding the area?

No...but that is a public place of which they will be banned if the law gets passed.
