FFXI is a moneymaker for the publishers, not for microsoft. $117 million dollars came in last year from that game, very little of which MS saw because they didn't sell many discs and the subscription fees are paid directly to square enix. MS can get a little bit of money from live subscriptions but it's probably from people that would have xbl gold anyway. If 90 % of the profits are going to square enix, why should MS put in extra work?
IMO, if they want to expand their game to consoles, they need to do the legwork because the console developers see very little profit, and may even cause a drop in profits because people who play MMOs on average spend much less money on gaming (other than sub paid directly to publisher).
