I dunno, I don't think Sony has the money or resources to throw out another handheld, when they just released the PSPgo, which is a total bomb, plus they're now focusing on the Move and 3D. And if they can release a handheld, they won't be able to make it out before the 3DS, so the 3DS will have a headstart.
Even if worst case scenario Sony DOES crank out a new handheld before the 3DS that's more powerful, Sony doesn't know how to market its games for a mass market audience like Nintendo does, so they will always be limiting their sales.
