On screens this small the difference will be hard to see and thus negligable.  Most customers aren't graphic whores.

In 2 months Kojipro put together a rough 3DS tech demo that's more visually impressive than their 5th generation full blown MGS sequel on PSP.  "Marginal upgrade" seems like it doing a rather big disservice to 3DS imo.   All things equal, going from basically no shaders to a variety of shader effects (which are implemented with relative ease and take negligible performance hit overall) would alone be a rather significant upgrade.  And really, 3DS is likely doing well more than just that.  It's like going from Dreamcast to Xbox and saying "marginal upgrade".

Your out of context assumption (nowhere does Kojima attribute this to or even imply it's due to screen size) is even more off the mark given that Kojima in the very next sentence says "If we'd had a bit more time, we could have made something better".
